Robert C. Goodwin, Director of the U.S. Department of Labor's Bureau of Employment Security, is shown standing behind a podium and addressing a group at the 13th annual conference of the American Society of Training Directors held at the Hotel Texas in Fort Worth, Texas, May 14-16, 1957. According to Goodwin's appointment book he addressed the group at 3pm on May 16, 1957.
