Postmaster General Robert E. Hannegan (left), Major Ruth Fowler of the Women's Army Corps (center) and Lieutenant (Junior Grade) Elsie Valier of the WAVES (right) at the Greeting Card Industry's annual "Christmas in July" Luncheon at the Waldorf-Astoria. Hannegan, Fowler, and Valier are pointing at a sign advertising the sending of Christmas gifts overseas for soldiers during the month September 15 to October 15 so the packages arrive by Christmas.
