Admiral Chester Nimitz as he appeared before Congress

Admiral Chester Nimitz told Congress that he favored closer cooperation between the Army, the Navy and the State Department than existed at Pearl Harbor. However, he opposed an Army-Navy merger or the establishment of a separate Air Force. Reversing his stand of a year ago, Nimitz told the Senate Military Affairs Committee it was now his studied opinion that a merger of the Army and Navy "means at best no more advantages than we have now, at worst that the Navy, and the Command of the Seas so vital to our country, will suffer".
