Secretary of War Robert P. Patterson returned to Washington a few minutes before midnight tonight from his world tour. On hand to greet him was General Carl Spaatz, who has been named to replace retiring General H. H. Arnold as Chief of the Army Air Forces.

Secretary of War Robert P. Patterson urged the House Military Affairs Committee to speed action on a bill to establish a nine-man commission to control domestic research in the development of atomic energy. Under Secretary of War Robert P. Patterson told the Senate Military Affairs Committee that the Army expects to discharge six million men by next July 1 under the point system. President Harry S. Truman in White House ceremonies presented the International Harmon Trophy to Major Alexander P. De Seversky, aviator, aeronautical engineer, author and authority on air strategy and tactics. The Lique Internationale Des Aviateurs awarded the trophy for "outstanding leadership, patriotism, unselfish devotion to the security and aeronautical progress of the United States."
