Opened with the comment that he had received a check from a man in Cincinnati, Ohio for 1¢. In the letter accompanying the check the gentleman said that in view of the fact that General Motors and the Auto Workers were only 1¢ apart "here it is so they can go back to work." The President then opened discussion with respect to atomic bomb test to be conducted by the Navy and described as the Crossroads operation. Stated that it was extremely desirable that a civilian board be elected to witness the test and make a report directly to the President. Asked the members to submit three names for the President's board. He wants a ship engineer and a public scientist included. After some discussion Wm. F. Gibbs, Robert G. Spraule, and J. R. Oppenheimer were agreed upon. The President brought up the St. Lawrence Waterways project and asked if Cabinet agreed with him that the project should go through. He hoped that the members would testify before Congress so they will have a common understanding of the desirability of this project.
