THE PRESIDENT
(1) Asked co-op of Cabinet in Jax Day Dinner program.
(2) Will furnish copy of message to Congress on rubber situation. Wants comments from members before 10 AM Monday.
(3) Asked for views on patent report - will have to go to Congress within 30 days - covers patents to people who developed them on Govt. time at Govt. expense.
FORRESTAL
House Committee will not extend maritime authority.

ACHESON
90 million bushel surplus of potatoes - have deal with Spain - State approves.

Discuss further with Marshall - but policy with Spain is not changed.

Letter from Sen. Byrd re personnel matters. Will have to be answered. Budget Director will provide a copy of reply to each agency.
Ship yards are going to pot - only 6 merchant 3 Navy vessels now being built. Committee should be set up to study.
