THE PRESIDENT
Commented on starvation in Rumania - referred matter to Secty of War and State to inquire what might be done to bring the people of Rumania some relief.
HARRIMAN
There was a complete corn crop failing in Rumania. Russians have done nothing to help them. They are in desperate conditions. It is questionable whether we should make a loan to a corrupt government which now exists in Rumania.
ANDERSON
This is a different story than other countries. When relief has been granted - the question is who is going to pay the U. S. for the food we may send in to Rumania. There is now a move on to cut appropriations of Army for food relief in occupied zones.
PATTERSON
Thinks that there should be an inter-Cabinet food committee meeting to discuss and study the situation.
THE PRESIDENT
Agreed.
PATTERSON
He and Vannevar Bush talked to Vandenberg to stress need for confirmation of Lilienthal.
FORRESTAL
Lilienthal should state that he will not object to removal from staff - mentioned Herbert Marks as example. This would help confirmation.
ANDERSON
Agreed with Forrestal.
PATTERSON
Did not agree - said it was a minor issue. FBI has to clear every employee.
FORRESTAL
Said this is not protection - it is politics.
THE PRESIDENT
Asked Chapman to talk to Lilienthal about Marks.
SCHWELLENBACH
What are the Democrats in Senate doing to help confirmation. If we lose this fight we are thru.
FORRESTAL
The fact that Demo members of Congress are not attending hearings. Talked to 15 Rep Senators who will be OK.
ANDERSON
There have been several bills to continue sugar rationing. Wants to know is it OK to give general views on policy. Want one over-all bill. Has instructed his people to testify that it should not be transferred to Agriculture.
FLEMING
Does not want to keep control in OTC but feels it sound at this time to retain controls in OTC economically and efficiently.
FORRESTAL
Reminded the Cabinet should be private.
