THE PRESIDENT

Asked Steelman to bring up patent report of Atty Gen.

Said idea was to set up a Patent Policy Committee. Suggested that report be described as one of a series of studies being conducted by scientists and research people.

CLARK

Agreed to write letter of transmittal which will follow this suggestion.

STEELMAN

Will plan on Sunday release.

THE PRESIDENT

Got tax bill yesterday. Wants viewpoint of all members on the bill. Will have until June 16 to make decision. Also wants opinions on labor bill - report on this will be June 18th.

SNYDER

Wants to know how to handle financing of U.N. buildings in N.Y. Whether to assess other nations or retain U.S. title and lease to countries participating. There is a question as the title of land is in the U.N. and not the U. S.

Will work out best arrangements.

CLARK

Trying to work out problem of allocating vessels taken from belligerents in last war. France presents a problem as it was not in a task force - but will participate in allocating of ships. The U. S. Govt does not want them but there is a difference of opinion whether we have legal right to give vessels to France and others.
