THE PRESIDENT

Suggested Anderson set up a consumer approach to food saving. Suggested Anna Rosenberg and. Mrs. Chase Going Woodhouse.

ANDERSON

Said a statement for the President to issue has been prepared. Anderson read the statement.

Said Rosenberg would be useful. Woodhouse would be a mistake.

Discussed present programs to develop vaccine for hoof & mouth disease in cattle.

LOVETT (State)

Warned against Cabinet members supporting any candidate for the Nobel Peace Prize.

There are 35 Congressmen organizing to remove arms embargo to Palestine - (2) Use of American troops (3) Economic aid to Palestine. This is developing into a high pressure move.

National Defense people are gravely concerned about this question.

German Reparations

(1) Dismantle
(2) Allocation
(3) Delivery & shipment

There are few plants in our zone for delivery elsewhere. There are several in British & French zones. We are urging them to follow our policy but they are maintaining independent action.

HARRIMAN

Urged State Dept to review this whole Western Europe reparations program in light of our own economic interests - and the E.R.P.

ANDERSON

Does not criticize Gen Clay's food collection program but he is not getting the job done.

ROYAL

Clay is getting 22% more food out of area than Hitler ever did.

ANDERSON

MacArthur is getting 75% more in Japan than there ever was.

ROYAL

They are two different situations. The Russians are responsible in Germany.

ANDERSON

In Germany Clay put his goal too high. He took too much from farmers and did not leave enough to furnish enough calories.

HARRIMAN

Clay can't win if we do not get consumer durable goods into Clay's zone.
