THE PRESIDENT
Asked State to discuss reparations agreements for Germany.
MARSHALL
Asked for Cabinet confirmation of agreement to maintain Potsdam agreement with British and French on reparations and to avoid unilateral action which would irritate the French and British.
HARRIMAN
Suggested that level of industry in Germany be again reviewed. Feels that such a review might suggest changes in our program.
ANDERSON
Suggested that State Dept has ignored views of Harriman - and that Harriman should have the courtesy of a reply to a memorandum submitted to State.
MARSHALL
In view of this decided to hold decision in abeyance until the Harriman views are studied.
Germany is entitled to keep essential links for restoring her economy. People feel that we should tighten up our shipments into Russia. Does not think we should decide policy until subject has further study. There is a very strong disagreement among Cabinet members.
THE PRESIDENT
Will have further discussion at Monday luncheon.
Asked Anderson what condition is in wheat market.
ANDERSON
It is too early to determine. There are factors which will tend to keep prices up - others that will react to depress prices. European wheat crop this year is as good as it was bad last year. The drop in prices and improvement in grain situation will be helpful to E.R.P.

Discussed tidelands bill now pending in Congress.
HARRIMAN
Asked for appointment of Cabinet subcommittee to study tanker situation.
