THE PRESIDENT

Asked for opinion on whether Atlantic Pact should be discussed in Chicago.

STATE

V. P. thinks it should not be discussed. It would not change vote but it might prolong debate.

V.P.

Said that was correct. Are trying to get vote Tuesday but it may go over to Wed.

THE PRESIDENT

(1) Will not discuss Pact in Chicago.
(2) We will have to devise means of clearing up the mystery of the Blair House meeting last night.

V.P.

Thinks it better remain a mystery for time being. We can’t afford to release truth at this time. Is disturbed about fact Press were tipped off about meeting.

THE PRESIDENT

Thinks it was Sen. Hickenlooper.

V.P.

Has same idea.

THE PRESIDENT

It is discouraging to try to cut people in on such discussions and then have them violate confidence. Instructed Sawyer and Tobin to get together with Steelman on unemployment in distressed areas.

V.P.

Before resigning from Senate introduced a bill setting up a small man’s RFC. The bill has been assigned to a subcommittee for study. Veterans groups are interested in it.

JOHNSON

Legion is against the bill.

V.P.

Did not know Legion was opposed to the bill.

SAWYER

Census (?) would like to have school teachers participate in Puerto Rico - Virgin Islands and other territories.
