Decided after consultation with Congressional leaders to delay sending up the Arms Aid Bill until Monday in view of action on ECA appropriations today.

Timing on sending unification message was very advantageous.

Interior appropriation is coming up next week. Have good chance of restoring power lines which were knocked out in committee.
WHITNEY
Are starting surveys next week on unemployment in Mass., R.I., Atlanta and mid-Southern areas to get first hand knowledge of local conditions.
