Read memo asking members to cooperate in management improvements in executive branch.

SNYDER

Treasury has been able to accomplish fine results in management surveys.

ACHESON

Got off to fair start in hearings on Military Assistance Program yesterday.

SNYDER

There is a movement in Congress to sidetrack the technical side of Point 4 program. This should be flagged.

THE PRESIDENT

Will take it up with the Big 4 on Monday.

TOBIN

Employment situation is the same as last month. There has been no change.

WHITNEY

Reported on his trip to Louisville, Ky., to study the business and employment situation.

(1) Need for public roads program.
(2) Repeal of excise tax.

The progress in Western Europe has been far ahead of what was anticipated. M A P program is essential to continued progress.

BARKLEY

Everywhere among businessmen the subject of excise taxes is paramount.

SNYDER

Repeal of excise taxes would cut revenue by 2 billion dollars. There are areas however where the taxes are slowing down sales and the reduction of excise taxes would stimulate business.
