Excise tax relief is primary concern of business. Business is in more serious condition than figures indicate. Veterans are being hardest hit in business layoffs because of seniority of other employees. Businessman’s psychology is not good. He is scared uncertain and afraid to make commitments.

70% of the procurement agencies of business are buying on 30 day basis.
SAWYER
To sum up no one is asking for a handout. They want more business - and old jobs back. Businesses worried about another round of wage increases - (2211 story).
TOBIN
It is most important to get thru the minimum wage bill in this session. At present time it is very doubtful it will get through.
