Have been granted hearing on appeal of Judge Keech' s decision against the govt. in coal case.

Excise taxes are having great impact on retailers and manufacturers.
SNYDER
It will take about 2 months to get action on excise in Congress.
TOBIN
Would like to have President consider commission to study migrant labor - particularly Mexican labor.
WHITNEY
Business indications for the next few months look optimistic. Unemployment now is too high to be healthy - about 4,700,000 people. We should start planning to do something to offset this figure.

Plans to send to Congress Monday 20 reorganization plans -which with the exception of Maritime and Corps of Engineers this will about complete the Administration reorganization recommended by Hoover Commission.
