All present except Brannan plus Symington, Harriman - Gen Bradley -Steve Spingarn - Dave Bell - Chas Murphy.

THE PRESIDENT

Asked Acheson if he wished to comment on message. Decided to have Chas Murphy read message and ask for policy suggestions. Message was read. Suggestions were made for certain rewrites to clarify certain aspects of policy.

MCGRATH

Suggested that same attention be given to Civilian Defense Program.

SYMINGTON

Expect to have definite plan by first of September.

THE PRESIDENT

It is very serious to undertake but it has to be done in a way which will not too greatly alarm our civilian population.

SYMINGTON

It has to come from grass roots up and not from govt down.

BARKLEY

Said it was a temperate message and should be well received by the public and the Congress.

SPINGARN

Said his visit with Congressional leaders indicated the legislation should be handled by Banking & Currency Committees.

THE PRESIDENT

Budget Message to follow this message can't be ready before Friday which indicates that hearings can't start until next Monday.

GEN BRADLEY

Gave Cabinet report on military situation in Korea.
