Passed out memo to inform Cabinet on suggestions for tightening up publicity outlets in departments so that they can follow consistent line of approach to our foreign policy.

Suggested members read speech of Soviet delegate to U. N. Security Council given yesterday.

SNYDER

Is worried about 10% appropriation cut in Executive depts.

THE PRESIDENT

Will pay no attention to this cut as it is illegal and will not be administered. Asked Snyder and Justice to give him the legal background for ignoring the Congressional directive.

JOHNSON

Pointed out technique of Soviets to divide the U. S. internally.

SYMINGTON

The controls bill is out of control in Congress. Hopes a good bill can be worked out in conference.

JOHNSON

No substantial change today in Korea.
