Briefed Cabinet on Korea.

ACHESON

Malik at U. N. yesterday delivered demand that U. S. remove troops from Formosa. Branded U.S. as aggressor in Formosa. Malik also has revised all his statements about Korea and Formosa. U.S. welcomes U.N. making a study of our action in Formosa. Warren Austin has been instructed to take the initiative in this move and suggest that a commission be appointed to make the investigation in Formosa.

THE PRESIDENT

Outlined the railroad strike situation to Cabinet. There is only one approach to situation - that is seizure. A.G. has been instructed to prepare order of seizure to be effective at 4:00 PM on next Sunday. The announcement will be made at 4:00 PM today. Expect that employees will go back to work under government operation on Monday next which is the strike deadline. The President has been reluctant to seize due to shortage in qualified men in Army to operate the railroads.

Informed Cabinet of a classic example of the merit in Point 4 program - the program to eradicate hoof & mouth disease in Mexico - with U.S. aid the threat to the cattle in Mexico and U. S. has been eliminated.

Conference committee on appropriation cut ECA - Point 4 and also reduced the amount of the authorization of a loan to Spain.
