Passed out a top secret document of the Security Council which he asked be read and will discuss at next meeting.

Gave progress report on meeting of foreign ministers in New York.

Said Snyder was well received at Bankers Meeting in N. Y.
MARSHALL
The delay and postponement of the Defense Ministers meeting in N.Y. was caused by the stalemate with the govt of France. The meeting will be held on Oct 28th which was satisfactory to French and British after discussions in British and French Parliaments.
ATTY GEN
The Dept is proceeding as quickly as possible to implement "the iniquities of the bill" on subversion in the U. S. (Mundt - Ferguson, Nixon Bill which was passed over the President's veto on Sept. 23rd.)
