ACHESON

Discussed International Trade Organization Act which has gotten nowhere in Congress. It is proposed that ITO be dropped and that trade agreements be reached by new approach. It is suggested that we pursue action on the Trade Agreements Act if we are to achieve any success in the field of international trade and tariffs. This can be done by not including ITO in new legislation to be introduced in the next Congress.
