Brought up question of asking for a national emergency. Does not believe the President has power to order an emergency.
THE PRESIDENT
Instructed Perlman to give Pres memo covering the President's powers in the matter. But stated further discussion would take place before decision is made.
HARRIMAN
Brought up the necessity for discussion of critical materials with Attlee. Thinks if we can give some on this Attlee will have something to take home to justify his trip to U.S.
MARSHALL
Says there seems to be some improvement in the Korean situation.
THE PRESIDENT
Brought up idea of having proclamation calling for week of prayer at Xmas time.
