Briefed Cabinet on Korea.
ACHESON
Is hopeful that Eisenhower's arrival in Western Europe will boost morale of people especially in the low lands.
Cease fire order of U. N. has been a complete failure in Korea.
Meeting of American states scheduled in Washington next month to discuss Western Hemisphere defense has been well received by South American countries.
MARSHALL
Read paper outlining the thinking of Defense Department on universal training which is designed to promote a permanent training program and a revised National Guard program.
THE PRESIDENT
Suggested that all members of Cabinet read report of Commission on Universal Training.
MCGRATH
Seems that New England should be considered in connection with allocations for plant construction and expansion as it is a distressed area.
SYMINGTON
You can't put a basic industry in New England because the power costs are a way out of line with costs in other areas.
CHAPMAN
Tried to locate an aluminum plant in North East but it was found that the cost of power would amount to one third of production cost of aluminum which would be impossible.
WILSON
Thinks that aluminum plant should be put in New England and power situation could be met by use of natural gas which is cheap enough to be feasible.
BRANNAN
Is worried with reaction of people toward isolationism. Feels we should get across to people the reasons for our off shore activities.
