THE PRESIDENT
Is following the Senate debate on foreign policy. In the meantime thinks the administration's position is being maintained satisfactorily.
STATE
In past 3 weeks has been working on a pact to brand China as an aggressor by the U.N. However we have not been able to get a majority. We have little hope that China will go along on the adopted resolutions calling for cease fire in Korea. After China turns down we will press for our own resolution naming China as an aggressor as a final step.
