ACHESON

U. N. is trying to get a plebicite [plebiscite] in Pakistan - India area - and would like to have Adm Nimitz do the job. In view of Nimitz present job plus resistance from India would militate against it.

THE PRESIDENT

Thinks Nimitz should stay on his present job.

FOLEY (Treas.)

Cataract removed from Snyder's eye today successfully.

MARSHALL

Senate Committee is about to give defense the manpower bill it wants. Sen Morse is the only fly in the ointment.

THE PRESIDENT

Will be glad to talk to Morse.

MARSHALL

Had a satisfactory meeting with the Executive Committee of Governors today.

Told P.M.G. that he has asked Budget and Chas Murphy to assist P.M.G. in postal rate bill.

When India relief bill came up today Smith of N. J., Humphries of Minn. And others came out in support.

THE PRESIDENT

Referred to a memo being worked up which shows the power vested in the President to direct movement of troops. Hopes to get it ready to make it a Senate Document to offset attacks of Taft and others on President's authority.
