THE PRESIDENT

Is preparing message to Congress. Wants Cabinet members to study it. It covers amendments to Defense Production Act.

V.P.

Had a little brawl the other day (Friday AM). Humphrey and Capehart squared off. Lehman tried to separate them and Capehart moved in on him. It occurred in Radio Room where they were making a recording for broadcast.

MARSHALL

Defense is asking for $10 million for Philippine military support which funds are now in Army but State is balking.

ACHESON

Will shake it loose.

THE PRESIDENT

Asked Brannan about Cooley Report which came out in press yesterday criticizing State and Agriculture.

BRANNAN

Is certain that Cooley leaked the report himself. The things complained of have been solved by State and Agriculture. To Mr. Wilson's credit the farm machinery supply is adequate for the fall harvest.

THE PRESIDENT

Asked Atty Gen about Dollar Line court case.

ATTY GEN

Asked the court to disqualify itself in view of overextending its jurisdiction. This motion will be acted on today

TOBIN

Consumers price index 8½% above last year at this time.

WILSON

Has plan which should knock prices down which we are now about to put into effect.
