Nothing much to report on Senate activity.
THE PRESIDENT
Congratulated Acheson on his birthday.
ACHESON
Soviets in note to other powers have not tipped their hands in any way. It was mild and evasive.
LOVETT
House action on military appropriations cut was reckless and irresponsible. It cut 10 billion dollars out of the President's budget. Hopes the Senate will restore it. The weapons which are now in sight will result in a war that no one can win - if we get into a shooting war. It will result in a struggle for mere survival. There would be no similarity with warfare of world war II due to scientific progress.
PERLMAN
Govt has been successful with first two court tests on steel plant seizure which the President directed this week to insure continued steel production and to avert a national steel strike.
SAWYER
Is now operating the steel plants for the government. Operators have agreed to take men back to work and maintain production. Unions have also agreed to cooperate. Operation is now normal.
STEELMAN
Negotiations were given a sobering talk by Secty of Defense which got the discussion back on a businesslike basis when they became aware of the seriousness of the situation. It is too early to tell of the possibility of success of the current discussion.
GALVIN
Sen Fulbright is trying to wipe out the Walsh-Healy Act on Fair Employment Practices.
THE PRESIDENT
Has sent word to Senate to leave it alone.
