President Harry S. Truman sits at his desk in the Oval Office and affixes his signature to the National Housing Bill, Public Law 171. Those who can be identified are, left to right, Senator Burnet Maybank (third from left, with head turned), Senator Ralph Flanders (fourth from left), Senator John Sparkman (fifth from left), and Housing Administrator Raymond Foley (sixth from left).
