President Harry S. Truman (seated) signing Public Law 82-21 which authorized funeral and burial benefits, including burial flags, for Commonwealth Army veterans residing in the Philippines. Behind the President are supporters of the legislation comprised of members of the Philippine government including Philippine Ambassador J.M. Elizalde (third from left) and Philippine Representatives Atilano Cinco and Ramon Magsaysay (second and third from right). Standing center is American Ambassador Emmet O'Neal. Others are unidentified.
