Identified as a bronze plaque placed on all major public projects connected with the U.S.A. Philippine War Damage Commission. The wording below the commission seal reads: "Rebuilt With the Aid of the People of the United States of America Under the Philippine Rehabilitation Act of 1946." This photograph is part of a scrapbook featuring Philippine locations and from the Honorable Francis P. Matthews, Secretary of the Navy.
