Former President Truman had driven his own car from Missouri to Washington, D.C., to attend to business related to the projected Truman Library.

Major Barber received this award for his actions in Korea during the Battle of Chosin Reservoir in 1950. The award presentation took place in the Rose Garden at the White House.
