President Harry S. Truman and former British Prime Minister Winston Churchill appear on the rear platform of their train during a nighttime stop in St. Louis, Missouri, after their visit to Fulton, Missouri, for a speech at Westminster College. The President wipes a pen after signing the British Loan Bill

Each pen used in signing the British Loan Bill was completely wiped by President Harry S. Truman with a scrap of white rag before it was presented to each Cabinet member or British dignitary.
