Autographed portrait of Frank G. Clement, 41st governor of Tennessee (1953-1967). The autograph is addressed to Robert C. Goodwin, a U.S. Labor Department official and reads "To Robert C. Goodwin with best wishes, Frank G. Clement." The back of the photograph contains a pencil sketch or caricature of a man, perhaps Mr. Clement.
