Kansas City attorney Rufus Burrus speaks about Tom Pendergast, and whether or not he was really as bad of a crook as he has been made out to be. Burrus suggests that Democratic boss Tom Pendergast accepted a bribe in a moment of weakness, when he was in financial trouble from his gambling debts.
