Shown arriving for the signing of a draft tripartite treaty by the United States, Australia, and New Zealand are Secretary of State Dean Acheson (third from front on right in circle) with hat in hand. John Foster Dulles is directly behind him; Sen. John Sparkman is sixth in the circle; and Sen Bourke B. Hickenlooper is eighth in the circle. Mrs. Acheson, wearing a fox stole, is in front facing the camera. The draft treaty, which was created from discussions that occurred between 1949 and 1951, was initialed in San Francisco, California, on July 12, 1951. (See also 96-1182, 1183, and 1194.
